There was little to no oversight of those promoting themselves as "banks".<br /><br />Overall the tally of losses has been (last count I recall was last year) in excess of US850 million. <br /><br />They were not "rich" people. Some borrowed against their houses in response to the "well geared, safe as your house" investment.
